As a Supervisory Program Manager, you will perform the following duties:
Oversee the National Oceanic and Atmospheric Administration (NOAA) fleet of multi-purpose oceanographic research, fisheries research and hydrographic survey vessels. Manage port offices that provide safety, administrative, operational, logistical, engineering and maintenance support; identify management and research needs and establish priorities and strategic and annual plans; direct development of initiatives for safe and long-term utilization of the fleet and facilities. Assist in the implementation of plans for ships maintenance; and conversion, repair and upgrade of the fleet's mechanical and electronic equipment. Meet operational and scientific requirements of NOAA programs, provide operational support to facilitate the effective utilization and operation of the fleet; and provide port facilities for the home berthing of ships. Administer labor contracts unique to the crew of the vessels and electronic support personnel; and provide support to joint labor-management activities. Develop the operating plans and financial requirements for the NOAA fleet in accordance with decisions of the NOAA Fleet Council. Plan and manage the execution of $150 million annual operations, maintenance and recapitalization budget, and determine approach or solution for resolving budget shortages; and plan for long range staffing needs. Direct the development of policies and procedures to operate and manage all activities related to the operation of the NOAA Fleet. Provide guidance and direction to meet all environmental compliance, safety and security regulations; and implement the goals and objectives for the program segment(s)or function(s) they oversee. Supervise a diverse staff of personnel in shore side support branches, Marine Centers, port facilities and research ships. Make decisions on work problems presented by subordinate supervisors and evaluate their performance, approve new employee selections; and hear and resolve grievances and complaints. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
Developing fleet program standards for vessel operations; and preparing, controlling, and monitoring vessel budgets; Providing logistical support for vessel operations, such as reviewing requirements and constraints for equipment deployment; Planning program vessel activities such as readiness review, utilization, safety, and security and shipboard systems; and Overseeing a subordinate staff; assigning work, setting priorities, evaluating performance, and providing feedback on work assignments.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
